A gestão dos serviços da proteção social especial de alta complexidade da Política de Assistência Social no Município de Iranduba-AM

Abstract

The general objective of the research was to analyze the Management of the High Complexity Special Social Protection Services of the Social Assistance Policy in its operationalization, advances and challenges in the municipality of Iranduba in the state of Amazonas. The following specific objectives were relevant to the structural process of the research: 1. To unveil the capacity and quality of the services offered of the high complexity of the Social Assistance Policy according to the reality of the municipality of Iranduba; 2. To evaluate the financial and budgetary management of the Special Protection of High Complexity and its relationship with the results of the institutional care services and the situation of emergency public calamity in Iranduba; 3. To identify the advances and the contribution of the management of the special social protection services of High of the Social Assistance Policy complexity to Iranduba-AM. The territory of Iranduba was chosen as the locus of the empirical research, as it is a region that presents a particular and specific scenario of the region that encompasses populations in situations of extreme poverty and social vulnerability, which accentuates the incidence of expressions of the social issue and demands consistent investments in the supply of the three High Complexity Special Social Protection Services, namely: the Protection Service in Situations of Public Calamity and Emergency executed by the Municipal Secretariat of Social Assistance (SEMAS) of the municipality of Iranduba-AM and the Shelters of the Institutions: Heart do Pai and Casa-Lar/Casa de Sara. The methodological path of this research involved the theoretical framework based on the historical-dialectical framework, guided by the qualitative approach, with a semi-structured interview with eight research subjects. Data collection was also carried out from documentary research. The documents analyzed were: Municipal Social Assistance Plan (PMAS/2022-2025), decrees and letters from SEMAS, as well as the 2024 Report of the aforementioned institutional shelters. The results of the analysis revealed that the management of high complexity services in Iranduba presents advances, such as the consolidation of partnerships with civil society organizations to serve populations in situations of public calamity and emergency, and the effectiveness of the activities of institutional shelters, through the commitment of the technical team to meet the demands of users. However, despite the advances, challenges persist for managers in the operationalization of high complexity special social protection services in the municipality of Iranduba, related to the delay in the transfer of federal financial resources to mitigate and help victims of public calamity and emergency situations. As for the services of the Institutional Shelters Coração do Pai and Casa de Sara, these are limited by the insufficiency of resources available by the State to meet the needs of users. The research found that the management of the Special Social Protection Services of High Complexity of the Social Assistance Policy in the particularity of the municipality of Iranduba-AM, needs sufficient resources to advance and improve its capacity to respond to the demands of users.
