Financiamento da política de assistência social: análise do bloco de proteção social especial de média complexidade no município de Prainha-Pará

Abstract

The aim of this study was to analyze federal funding for the Social Assistance Policy between 2013 and 2023, showing how the Medium Complexity Social Protection Block was funded in the municipality of Prainha-PA. The theoretical approach adopted was critical-dialectical theory, which guided the definition of the study phases based on concrete reality, recognizing that all social phenomena are interdependent and should not be understood as isolated processes. The empirical research was carried out in the municipality of Prainha, located in the western region of the state of Pará, using documentary and bibliographical research as the methodological approach. The LOA, LDO and PPA budget documents were analyzed, in the three spheres of government, for the years 2013 to 2023, also using the systems of the Ministry of Development and Social Assistance, Family and Fight against Hunger, as well as official databases (IBGE, IPEA, SIOP,SIGA BRASIL,SAGICAD) and annual management financial statements. The data obtained was organized, systematized and analyzed using Excel and SPSS software, which allowed tables and graphs to be generated using qualitative analysis techniques. The research revealed that, despite the fact that the process and system of financing social assistance under the SUAS has undergone a significant transformation in its legal framework, this policy still faces serious underfunding by the federal and state levels in various areas of activity. By focusing the analysis on the Medium Complexity Special Social Protection Block, it became clear that there was a very significant lack of funding in the decade studied, placing most of the responsibility on the municipality to bear, in addition to the discontinuity of the monthly transfer, creating an even greater burden on municipal management.
