O direito à educação da pessoa surda no ensino médio: medidas para a implementação da Lei Federal nº. 14.191/2021 na cidade de Manaus/AM

Abstract

This research analyzes the actions and services provided by the Amazonas State Secretariat of Education and Tourism (SEDUC-AM) to guarantee the right to bilingual education for deaf high school students enrolled in the state education system in the city of Manaus, under the terms of Federal Law No. 14,191/2021, between 2021 and 2023. Bilingual education in this device brings the desire and perspective of recognizing the teaching of Libras as a teaching modality (L1) and Written Portuguese Language (L2), guaranteeing the right to recognition and teaching in Libras sign language as a mother tongue in specific bilingual classrooms for these students in regular schools where they are enrolled, combined with the teaching of classes by bilingual teachers with academic training in LIBRAS, and the provision of teaching materials in Libras. The guiding question of the research is to understand to what extent the right to bilingual education is guaranteed to deaf high school students enrolled in the state education system in the city of Manaus, in accordance with Federal Law No. 14,191/2021. Thus, the general objective is to investigate measures adopted by SEDUC-AM to implement bilingual education for deaf high school students enrolled in the state education system in the city of Manaus. For this reason, there are three specific objectives. The first chapter analyzes the theoretical references on power relations involving productions of normality and abnormality in society that impact the guarantee of the right to bilingual education for this population. The second chapter reflects on the social movements of deaf people in the country contextualized in inclusive educational legislation and policies, in order to verify the guarantees of rights provided for nationally and internationally, concluding with the arrival of the movements that motivated the creation of bilingual education for deaf people, in accordance with the Federal Law above. The third chapter investigates the conditions of education offered to deaf high school students in the city of Manaus, whether or not they meet the requirements of the study's regulations. This is a qualitative study that uses the deductive research method, through norms, rules and general principles related to the right to bilingual education for deaf people guaranteed by Federal Law No. 14.191/2021. The study pointed out that the bilingual education offered to deaf high school students in the city of Manaus occurs from the perspective of the National Education Plan (PNE-2008), as there is still no regulation and supervision for the implementation of the subjective public right aimed at bilingual education along the lines of said provision.
